Two decades at the console of India's telemedicine infrastructure.

Dr. Repu Dhaman Chand has spent more than 25 years at the intersection of information technology and healthcare delivery. Since 2004 he has been part of the Telemedicine Programme at Sanjay Gandhi Post Graduate Institute of Medical Sciences (SGPGIMS), Lucknow — one of India's earliest and largest academic telemedicine centres — where he now serves as Manager, Telemedicine Networks for the National Medical College Network (NMCN), an enterprise digital infrastructure funded by the Ministry of Health & Family Welfare, Government of India.

His work sits at the technical core of telehealth: designing IP-based teleconsultation systems, deploying videoconferencing and knowledge-network infrastructure across hospitals, and training the engineers and clinicians who keep those networks running. That work has taken him beyond India, as a short-term technical consultant for the World Bank in the Maldives and for WHO in the Democratic People's Republic of Korea.

Alongside implementation, he maintains an active research programme — six journal papers, sixteen Scopus-indexed international conference papers, four book chapters and a long record of presentations at the Telemedicine Society of India's annual conferences — completed with a Ph.D. in Information Technology in 2025.

From training-centre engineer to national network manager.

A career built in place — one institution, one growing network, over more than two decades.

1999 – 2004

Centre Manager, DOEACC Society (now NIELIT), Lucknow

Delivered IT training for HQ Central Command, the Officers' Training School Lucknow, UP Jal Nigam and the UP Irrigation Department — five years two months before moving into telemedicine.

2004 – 2007

Telemedicine Implementation Engineer & Website Designer, SGPGIMS

Joined the Telemedicine Center at Sanjay Gandhi Post Graduate Institute of Medical Sciences, building the technical and web infrastructure for the programme's early expansion.

2007 – present

Telemedicine Network Manager, National Resource Centre, NMCN

School of Telemedicine & Biomedical Informatics (STBMI), SGPGIMS. Manages the National Medical College Network's technical operations under the Ministry of Health & Family Welfare, Government of India.

2008 – 2010

International technical consulting

Short-term consultant for WHO in DPR Korea (2008) and for the World Bank / IHDP in the Maldives (2010), installing and configuring telemedicine equipment and training local staff.

2015 – 2022

Executive Member & Treasurer, Telemedicine Society of India

Executive Member (2015–2019), then Treasurer (2019–2022) of TSI; later Executive Member of its Uttar Pradesh Chapter (2022–2026).

2025

Ph.D. in Information Technology

Completed doctoral studies while continuing to publish and present on AI-integrated telemedicine, capping a research record built over two decades.
